The African Union Commission’s specialized technical office for the promotion of agricultural research for development in semi-arid Africa (SAFGRAD) has been re-institutionalized in 2003 as one of the technical offices under the Department of Rural Economy and Agriculture of the AUC. It is based in Ouagadougou, Burkina Faso.

Its mission is to advance agricultural and rural development within the semi-arid zones of Africa. It has the mandate of facilitating the advancement of agricultural research, technology transfer and dissemination for the development of livelihoods in semi-arid zones of Africa. It designs and implements programmes and projects in accordance with this mandate.

AU-SAFGRAD’s important functions include facilitation, coordination, advocacy and networking as part of the regional efforts to move the African agricultural development agenda forward. It enters into strategic partnerships with regional and/or sub-regional and international institutions with a view to collaborating for synchronised efforts and synergy so that noticeable impacts are achieved. AU-SAFGRAD is assisted by a Steering Committee whose members are drawn from Regional Economic Communities, relevant UN agencies, International Agricultural Research Centers, and regional and sub-regional institutions who have stakes in what constitutes its core business.

The Commission of the African Union invites applicants for the following position:

2. Major duties and responsibilities 

  • The Mail Runner will ensure that in-coming and out-going mail are received and distributed accordingly;
  • Making of photocopies, sending/ receiving of faxes and binding of documents;
  • Distributing mail and parcels, including the collection of documents;
  • Delivering and collecting equipment and stationery supplies;
  • Sort odd-sized mail by hand, sort mail that other staff members have been unable to sort, and segregate items requiring special handling;
  • Check items to ensure that addresses are legible and correct, that sufficient postage has been paid or the appropriate documentation is attached, and that items are in a suitable condition for processing;
  • Bundle, label, and route sorted mail to designated areas, depending on destinations and according to established procedures and deadlines;
  • Search directories to find correct addresses for redirected mail;
  • Accept and check containers of mail from large volume mailers, couriers, and contractors;
  • Open and label mail containers;
  • Perform any other duties as assigned.

3. Educational Qualifications: Candidates must be holders of BEPC. Additional educational qualification would be an added advantage.

4. Work experience requirement: Candidates must have at least 5 years of appropriate experience. Similar work experience with another international organization will be an added advantage

5. Other relevant skills

 

  • Computer literacy will be added advantage

6. Language requirement: Ability to speak read and write in French. Knowledge of one AU languages would be an added advantage.

7. Age requirement: Candidates must preferably be not more than 45 years old.

8. Tenure of Appointment: The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract shall be for a period of two years renewable, subject to satisfactory performance and deliverables

AU SAFGRAD ATTENDED MISAHEL SEMINAR IN ALGIERS, ALGERIA (2-3 Dec. 2015).

 

AU SAFGRAD attended the Seminar/Workshop on "The African Union development initiatives in the Sahel and the prospects for the implementation of the agreement for peace and reconciliation in Mali"

On December, 2nd and 3rd, 2015 AU SAFRGAD has attended in Algiers, Algeria a seminar on: “The African Union development initiatives in the Sahel and the prospects for the implementation of the agreement for peace and reconciliation in Mali”.

This important meeting was jointly organized by the AU Commission, through the AU Mission for Mali and the Sahel (MISAHEL), and the Ministry of Foreign Affairs of the Popular and Democratic Republic of Algeria. It was attended by relevant international institutions (UN, AfDB, ECOWAS, AUC, G5 Sahel, CILSS, etc.) as well as some countries of the Sahel Region (Mali, Algeria, Nigeria, Guinea, Burkina Faso, etc.). Representatives of some key movements, parties of the Peace Agreement process in northern Mali, were also among the participants.

Mr. Youssoupha MBENGUE, Senior Information and Outreach Officer, who represented the Office, made notably a presentation at this seminar/Workshop. The two main objectives of the seminar/workshop were as follows:

-         Allow the preparation of a clear cartography and inventory of on-going and planned development projects in the Sahel by various AU structures and organs as well as by Regional Economic Communities (RECs), National Governments and International partners. This inventory and cartography should facilitate the coordination between the various actors and the work of the AU in promoting and pleading for the swift implementation of these projects. This action action falls within the priority areas of the “Development” pillar of the AU Strategy for the Sahel Region, adopted by the Peace and Security Council on 11 August 2014; and

-         Encourage various actors involved in the Sahel to accord priority in the implementation of their respective Sahel strategies or initiatives, to relevant parts of the Malian peace accord recently signed (May and June 2015) in view of contributing to its swift implementation, particularly with regard to the development needs of the northern regions of Mali and in consideration of the fact that stabilizing Mali is crucial for te stabilization of the Sahel region as a whole. This action is te core of the AU strategy for te Sahel Region.

The two-day meeting was also an opportunity for exchange on the coordination and monitoring mechanisms for the implementation of the Sahel projects and initiatives of various AU organs and structures under the overall coordination of MISAHEL, on behalf of the AU commission.

AU-SAFGRAD’s study on strategic agricultural commodities value chains development in Africa: validation workshop held in Ouagadougou, 3-4 November 2015

AU-SAFGRAD’ study on strategic agricultural commodities value chains development in Africa

Overview:

Agricultural production remains the mainstay of most economies in Africa. The contribution of the sector to household and national food security, employment and overall economic growth cannot be overemphasized. In realization of this, the Heads of States and government of the African Union has committed to the Accelerated African Agricultural Growth and transformation (A3GT) for shared prosperity and improve livelihood, as the flagship for attaining peace prosperity and progress in the continent. Africa Union-SAFGRAD in realization of its mandate in strengthening livelihood resilience has in the last two years been actively involved in agricultural commodities values chain development. The focus of the study is to identify actors and activities along the supply chains that raise transaction costs and result to low competitive advantage of agricultural commodities in Africa, with focus on the semi-arid zones. Our choice of commodities for the study is on produce with high food security and livelihood potential in the Member State (MS).

While acknowledging the disincentive to intra-African trade posed by tariff and non-tariff barriers, however, the initial engagements should be to have a competitive product. The study approach is therefore, based on the assumption that competitive national products and emphasizing local-for-local production are pre-requisites for boosting intra-African trade in agricultural commodities towards achieving goal V of the Malabo declaration.

This study focused on some selected (Burkina Faso, Chad, Mali, Niger and Sudan)MS in the Sahelo-Saharan zone (using the AU-MISAHEL structure) is the second of AU-SAFGRAD’s series of study on strategic commodities value chains development in Africa, the first study targeted MS in the IGAD region. Five national Consultants from the selected MS were engaged in July 2015 and participated in the methodology harmonization workshop held in Ouagadougou at study inception. The study relied on field level data collected from interviews and discussion sessions held with the primary stakeholders.

Analysis of chain actors’ strengths, weakness, opportunities and threats (SWOT) was done to identify the internal and external forces that impact on their activities. Also, attempt was made to analyze the gender relations of value adding activities, so as to highlight the power relations, along the maize and sorghum supply chain in each country.

The validation workshop is being held in Ouagadougou, 3-4 November 2015 with the presence of RECS (ECOWAS, IGAD, etc.), National Research Institutions (INERA), various International organizations (UNECA, FAO, IFDC, NEPAD, CORAF/WECARD...) and African Union Commission.

The African Union (AU) established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.

 

The New Partnership for Africa’s Development (NEPAD) is a programme of the African Union adopted in 2001 in Lusaka, Zambia, aimed primarily at poverty alleviation and promotion of economic growth and sustainable development in Africa. As a consequence of the integration of NEPAD into the structures and processes of the African Union, the NEPAD Planning and Coordinating Agency (NPCA) has been established by the Decision of the 14th AU Assembly of February 2010 as the technical body of the African Union, in replacement of the NEPAD Secretariat.

 

The mandate of the NEPAD Agency is to:

i.Facilitate and coordinate the implementation of continental and regional priority programmes and projects;

ii.Mobilise resources and partners in support of the implementation of Africa’s priority programmes and projects;

iii.Conduct and coordinate research and knowledge management;

iv.Monitor and evaluate the implementation of programmes and projects; and

v.Advocate on the AU and NEPAD vision, mission and core principles/values.

B.KEY PERFORMANCE AREAS

Under the supervision of the Head of the Science, Technology and Innovation Hub (NSTIH) of the NEPAD Planning and Coordinating Agency (NPCA) or his/her delegate, the Head of Regional Office, African Biosafety Network of Expertise will work across multiple ABNE domains and will be responsible for the project management, program planning and coordination, prioritization, resource mobilization and financial management. S/he will be responsible for the oversight and reporting related to the day-to-day operation of ABNE Network activities in compliance with the NEPAD Agency policies and procedures. S/he will actively work and liaise with personnel from Michigan State University in implementation of the NEPAD/ABNE programme.

 

KEY PERFORMANCE AREAS

1.Provide overall leadership for the ABNE programme including strategic planning, priority setting, technical and programmatic direction to the ABNE network.

2.Plan and implement ABNE programmes and activities in collaboration with ABNE Principal Programme Officer and Programme Officers including training workshops, short courses, study tours, internships, and other programmes.

3.Provide leadership for resource mobilization to expand and sustain the activities of the ABNE network.

4.Diversify partnerships, mobilize African public and private resources, frame innovative financing mechanisms on the basis of potentially remunerated services.

5.Identify and hire suitable consultants to provide additional technical support to ABNE programmes.

6.Supervise and mentor technical and administrative staff of ABNE and conduct annual performance evaluation of the staff.

7.Lead the development of work plans and budgets for ABNE towards the implementation of activities and provide oversight for financial management.

8.Organize annual meetings of the ABNE Technical Advisory Committee and Management Committee for progress review and finalization of annual work plans and budgets.

9.Provide strategic guidance and technical oversight for ABNE publications, policy briefs, newsletters, outreach materials, and web portal.

10. Supervise monitoring, evaluation, and streamline ABNE activities and interface with other service providers and international partners.

11. Advocate, administer and further the vision, mission and objectives of NEPAD Agency ABNE programme across Africa.

12. Liaise with senior government officials in ABNE focus countries for biosafety policy advocacy.

D.Education and Experience: Candidates must have a minimum of a Masters Degree in biological sciences. A relevant first level University degree with extensive experience and proven record in national, regional and international development institutions may be accepted in lieu of an advanced University degree. Agricultural Biotechnology related program/network management experience will be an advantage. Candidates must have at least seven (7) years of relevant post-qualification experience within public sector institutions or similar organizations nationally, regionally and / or internationally, of which at least three (3) years should be in a Management position.

E.Other relevant skills

i.Excellent working knowledge of computer applications (MS Word, Excel, Powerpoint etc).

ii.Working knowledge of policy analysis and development and programme and/or project management, implementation and monitoring.

iii.Technically competent, knowledgeable, with experience in development issues and administrative management.

F.Language requirement: Proficiency in one of the following African Union working languages is a requirement; English, French, Portuguese and Arabic. Knowledge of one or more of the other AU working languages would be an added advantage.

G.Age requirement: Candidates should preferably be between 35 and 50 years old.

H.Tenure of Appointment: The appointment will be made on an AU short-term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. This is renewable subject to performance and availability of funds.

K.Remuneration: Indicative basic salary of US$54,059.00 per annum plus other entitlements e.g. Post Adjustment (55% of basic salary), Housing allowance ($23,846.40 per annum), gratuity (15% of gross salary) in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
